Russia is moving Iskander-M ballistic missiles close to its western border in the Kaliningrad area, while suspending cooperation with the U.S. on controlling plutonium. Russia has been needlessly antagonized by the Obama White House’s wholly unproven claim that Moscow is responsible for the current rash of election-year hack attacks, and by spokesman Josh Earnest’s threat of a “proportional” retaliatory response by the U.S. side.

In the British House of Commons, a debate on Syria was marred by bellicose anti-Russian rhetoric and posturing, with Foreign Secretary Boris Johnson calling for demonstrations at that country’s London embassy. Unconfirmed reports allege that Royal Air Force pilots flying over Syria have been given rules of engagement allowing them to open fire on Russian jets under certain circumstances. President Obama must intervene preemptively to stop this recklessness. The Labour Party’s shadow Foreign Secretary Emily Thornberry is correctly giving top priority to getting the armed jihadis out of eastern Aleppo as urged by United Nations special envoy Staffan de Mistura, and has recognized that “jaw-jaw is better than war-war.”

Avid Wikileaks fans are seeking to blame Hillary Clinton for backing given to ISIS by Saudi Arabia, Turkey, and the Gulf monarchies, but this conduct was no secret, having been denounced in public by Vice President Biden at Harvard in October 2014. Other alleged Wikileaks revelations appear positively trivial.
